Lenders and insurers look at the road early. Can a car, a fire truck and an appraiser get to the cottage in January? The answer shapes your down payment, your lender options, your insurance and your yearly costs.
The three kinds of cottage road
| Road | Who maintains it | Financing impact |
|---|---|---|
| Municipal, year-round | The township, including ploughing | Easiest. Supports Type A with 5% down insured |
| Private, maintained year-round | An association or the owners, under an agreement | Often fine. Lenders want proof of winter maintenance |
| Seasonal (municipal or private) | Nobody plows it in winter | Usually Type B. At least 10% down, fewer lenders |
Municipal roads
A township road that is ploughed all winter is the cleanest answer for every lender. Watch for one trap: some townships maintain certain roads only seasonally, even though they are public. Ask the township roads department how the specific road is classified and whether it is ploughed.
Private roads and road agreements
Many cottage roads are private: shared lanes that cross several properties to reach the lake. They work well when there is a clear deal on who maintains them. Look for:
- A right of way registered on title so you have a legal right to cross your neighbours' land.
- A written road agreement or road association covering grading, repairs and ploughing.
- Annual fees and how they are split, plus any special assessments for big repairs.
- Who actually plows it, and proof it happened last winter.
Lenders want to see that the road is legally accessible and maintained. A handshake deal between neighbours can work fine for years, but it makes an underwriter nervous. Ask your lawyer to confirm the right of way during your conditions.
Seasonal roads
A seasonal road may not be maintained through winter. Sagen’s Type B programme permits seasonal access for an eligible personally occupied property, with at least 10% down from the buyer’s own resources. Canada Guaranty’s published programme requires year-round access. Get the road agreement and maintenance arrangements reviewed before making a firm offer.

What a good road agreement covers
- Which properties share the road, and the legal right of way for each.
- Who hires the contractor for grading, ploughing and sanding.
- How costs are split: equal shares, by frontage, or by distance along the road.
- How decisions get made and how disputes are settled.
- What happens when a lot is sold, so the new owner is bound by the deal.
Ask for the agreement during your conditions and have your lawyer read it. If there is no written agreement, ask the neighbours how it works today. An informal deal can be turned into a written one, and that helps you and the next buyer.
Insurance and emergency access
Insurers rate distance to the fire hall, whether firefighters are full-time or volunteer, and whether there is a hydrant nearby. A long private lane or a seasonal road can raise your premium. Get a quote early. See cottage insurance in Ontario.
Trucks, trades and deliveries
Septic pumpers, propane trucks, well drillers and builders all need to reach the cottage. A narrow lane with tight turns or a weak bridge can make every service call harder and more expensive. Walk the road before you buy, and ask the seller which companies service the property today.
What road access costs
- Road association fees for grading and ploughing.
- Your own driveway ploughing, especially on long or steep driveways.
- Special assessments for culverts, washouts or resurfacing.
- Wear on your vehicle, and sometimes a truck or snowmobile.
Add these to our cost of owning calculator. A seasonal road may cost less to maintain, but it also caps how you use the cottage.
Questions to ask before you offer
- Is the road municipal or private, and is it ploughed all winter?
- Is there a registered right of way, and a written road agreement?
- What are the yearly road fees, and any planned repairs?
- How far is the fire hall, and is it staffed full-time or by volunteers?
- Can a large truck (septic, propane, fuel) get in every season?
If the cottage has no road at all, you are into boat access territory. Read water access and island cottages.
