Start with the right local authority
The City of Kawartha Lakes is only part of the wider Kawarthas region. Trent Lakes, Selwyn and other Peterborough County municipalities have their own rules. Parks Canada regulates work on the Trent-Severn Waterway, alongside other applicable approvals.
Local authority or regional resource. Ask for current zoning, permitted use, servicing and any applicable shoreline or rental requirements for the exact address.
What the Kawarthas are like
The Kawarthas are softer country than Muskoka: warmer, shallower lakes, more farmland and lots of boating along the Trent-Severn Waterway. The region covers the City of Kawartha Lakes (Bobcaygeon, Fenelon Falls, Coboconk) and parts of Peterborough County, including Trent Lakes, Buckhorn and the Stony Lake area. It is one of the closest true cottage regions to Toronto and the eastern GTA.
Many Kawartha cottages are on year-round municipal roads, close to towns with groceries and hospitals in Lindsay and Peterborough. That makes the area popular with families, first-time cottage buyers and people who plan to retire there.
Popular lakes and towns
- Bobcaygeon: Sturgeon, Pigeon and Big Bald Lakes, with lock access on the waterway.
- Fenelon Falls: Cameron and Sturgeon Lakes.
- Buckhorn and Trent Lakes: Buckhorn, Lower Buckhorn and Pigeon Lakes.
- Stony and Clear Lakes: rockier, Shield-style shorelines north of Lakefield.
- Balsam and Coboconk: the western end of the chain, toward Haliburton.
Access and your mortgage
With so many year-round roads, the Kawarthas are friendly to lenders. A winterized cottage on a ploughed municipal road can be insured with as little as 5% down on the first $500,000 and 10% on the portion above it, at a price below $1,500,000. Some buyers here even plan the cottage as their first home. Our cottage as a first home guide explains how that works.
Boat-only access may be eligible for insured seasonal financing under Sagen’s Type B programme, subject to the lender and the exact property. Other insurers and lenders have different rules. Confirm legal access, ownership, condition and insurance before removing a financing condition. Read the water-access guide.
Buying tips for the Kawarthas
- Shallow, weedy bays are common. Visit in July or August to see the waterfront at its busiest.
- Ask the municipality about the shore road allowance and current purchase policy.
- Docks on the Trent-Severn may need federal approval. See our dock and boathouse permits guide.
- Get a septic inspection and test the well water.
- If you plan to rent, confirm the licence rules for that municipality.

Before counting rental income
Confirm the current municipal rules for this address, including zoning, licensing, transferability, occupancy and accommodation tax. Do not assume a seller’s use or licence can continue. Review the rental planning guide and run the rental cash-flow estimate with a no-rent fallback.
Put a name to the water
The Ontario lake directory searches provincial monitoring records by lake and source township. Use the recorded site and observation date when comparing readings. Monitoring is not a swimming advisory, valuation or guarantee for a particular waterfront.
